UK Freshwater Fishing Laws and Byelaws: The Complete Guide (England & Wales)

Every angler fishing freshwater with a rod and line in England and Wales must follow national rules and local byelaws set by the Environment Agency (and Natural Resources Wales). They exist to protect fish stocks and keep fisheries sustainable. This guide brings the national rules together in one place, covering licences, close seasons, what you can keep, and the tackle you're allowed to use.

    Who the rules apply to

The rules cover all freshwater fish, including salmon, trout, coarse fish and eels, anywhere in England and Wales. National rules are included in every set of local rules, and each region adds its own byelaws.

    What local byelaws cover

    • Rod fishing licence: prices, types, rod limits and how to buy
    • Areas in your region where fishing isn't allowed
    • Close seasons for particular waters and fish
    • The tackle you can use for certain fish
    • The size of fish you can keep

Local byelaws for each Environment Agency region are listed at gov.uk/government/collections/local-fishing-byelaws. Wales is managed by Natural Resources Wales (naturalresourceswales.gov.uk). Private fisheries and clubs can add their own rules on top of the law.

    Questions

Do I need a rod licence to fish in England?

Yes, if you are 13 or older and fishing freshwater with a rod and line in England or Wales.

Do fishing laws apply on private lakes?

National rules still apply, and the owner or club can add their own rules and close seasons. Removing fish without the owner's written permission can lead to a fine.

Do these rules apply in Scotland?

No. These are the England and Wales rules. Scotland and Northern Ireland have separate fishing laws.
