Pennel Rig: Two Hooks for Larger Sea Fishing Baits
A pennel uses two hooks along one snood to support and present a larger bait. Its upper hook may be movable or fixed, depending on the arrangement.

Two hooks on one bait
The distinguishing feature is a pair of hooks on the same snood, positioned along one bait. This differs from two separate snoods carrying separate baits. The upper and lower hooks help present the bait at different points; both should remain appropriately exposed rather than disappearing into the bait.
Movable upper-hook arrangements
The book describes an upper hook that slides on the snood and is held in position by line wraps or tubing. This lets its position change with bait length. It also means its position can move under load. The retention method must be compatible with the hook and line; a loose wrap is not proof of reliable holding.
Fixed upper-hook arrangements
A fixed upper hook is tied in place, limiting how far its spacing can be adjusted for different baits. The source uses a snell arrangement. This page does not invent a knot-tying sequence: knot choice and hook-eye compatibility need a verified demonstration and hands-on check.
Choosing hooks and fitting bait
Choose hooks for the bait, intended species and tackle, not from a single historic size chart. The source often places a larger hook below, but that is not a universal law. Keep bait tidy, avoid covering the points, and check that the second hook cannot swing into your hand during baiting or unhooking.
Pennel is a hook arrangement, not a complete rig
A pennel can be used on a suitable pulley or another compatible trace. It does not specify the lead attachment, bait clip, shock leader or casting safety. A clipped bait still needs a clip that fits the actual two-hook baited arrangement.

This draft still needs hands-on angler review and approved original rig photos.
Questions
Does a pennel rig have two snoods?
No. Its two hooks are arranged along the same snood.
Is a movable upper hook always better?
No. It offers adjustment, while a fixed arrangement maintains a set spacing. Suitability depends on the bait and verified setup.
